It really up to you how much your bill will be. I've never lived in an all bills paid apt but I know someone who has and trust me you don't wanna do it. They control when you turn your heat and ac on which would really suck on a 100 degree day and they wait till the heat of the day to turn it on.
Do your research on where your moving to first. It took me about a month to find a place that was in budget and in a safe area. My electric bill varies from month to month but then again it's just me no pets or roommates. I would take a look at this website Click Here

Your water bill should never be over 50 a month unless you shower three times a day and wash cloths all the time.
